AUGUST 2, 2007
Meeting was called to order by Chairman, Terry Craig, and opened with salute to the Flag.
Other Board members present were Richard Knutson and Todd Boyer.
MOTION made by Richard Knutson and seconded by Todd Boyer to accept and approve
the minutes of the July 5, 2007 Township Meeting. Motion carried.
MOTION made by Todd Boyer and seconded by Richard Knutson to accept and approve
the Treasurer’s Report for the month of July 2007. Motion carried.
PERSONS TO BE HEARD:
Dean Russell – Regarding drainage work done on his property by the Township.
He was advised to wait until Back Street Project is completed and this
matter will be addressed at that time.

ADMINISTRATIVE ACTIONS:
1. C. Harper’s complaint on Hazardous Camp conditions. Supervisor Todd Boyer checked on violation and found that nothing has been done to correct this situation. To be turned over to Solicitor.
2. Property Violations: Richard Cook – hearing date set for Aug. 15th.
George Walters – send letter.
3. Back Street Dirt and Gravel Grant approved.
MOTION made by Richard Knutson and seconded by Todd Boyer to set up bank account at
PLGIT. Motion carried.
4. Clarion River Municipal Partnership Agreement.
MOTION made by Terry and seconded by Richard Knutson to advertise Ordinance in Forest
Press. Motion carried.
5. Open sealed bids on the 1994 Red Ford Truck
Four Bids received, the lowest being $1,000.00 and the highest $4,110.10.
MOTION made by Terry Craig and seconded by Richard Knutson to accept the high bid of
$4,110.10. Motion carried
6. Barking dog complaint. Matter was discussed with Solicitor.
Little action can be taken with out sufficient information as to time, date, how long and loud.
7. Call for Special Meeting to Open Bids on Back Street.

August 13th, 2007 at 6:00 PM. Motion carried.

Requested an up date report on the action that the Township had taken on the
property on River Road that was in violation of Township Ordinance.

MOTION made by Richard Knutson to BID out the truck with a minimum bid
of $1,000.00, seconded by Terry Craig. Motion carried.

(a.) Request on a permit for horse run-in and hay storing. Permit can be issued by Township office.

Convention at a rate of $100.00 per day plus mileage rate. To reimburse those
attending meetings and training programs at a rate of $35.00 per day plus
mileage, seconded by Todd Boyer. Motion carried.

Provide liability insurance and pay the entire electric bill for the garage.

Working on deck removal.
6. New construction in Township.
While Supervisors are working on 911 Road names they are also checking on new
construction in any areas.
7. Turn back roads and new Township numbers – Corry Engineers to do road study.
Cemetary Road will now be Township Road T-301
Bell Town Road will now be Township Road T-302.
8. White Ford Truck Decals. Truck now shows the name Barnett Township.
9. Letter from Solicitor Terry Heeter regarding Uniform Commercial Code.
10. Township Budget for year 2007.
MOTION made by Terry Craig and seconded by Richard Knutson to adopt
Township Budget for year 2007 as presented. Motion carried.
MOTION made by Terry Craig and seconded by Richard Knutson to pass Resolution
#2-2006 keeping the Tax Levy at the fixed rate of 6.5 mills. Motion carried.
11. Pa. Dept. of Natural Resources, Merdith Hill, is requesting a meeting with
Township Supervisors and Commissioner Basil Huffman regarding the Clarion River
Project. Secretary to contact Merdith Hill as to time and place.

NOVEMBER 2, 2006
Meeting Was called to order by Chairman, Terry Craig and opened with salute to the Flag. Other board members present were Richard Knutson and Todd Boyer.
MOTION made by Richard Knutson and seconded by Todd Boyer to accept and approve the minutes of the October 5, 2006 Township meeting. Motion carried.
MOTION made by Richard Knutson and seconded by Todd Boyer to accept and approve the minutes of the October 23, 2006 Special Meeting. Motion carried.
MOTION made by Todd Boyer and seconded by Richard Knutson to accept and approve the Treasurer’s Report for the month of October 2006 as presented. Motion carried.

Meeting was attended by Chairman Terry Craig. No assessment increases at this time.
Check issued to Phillips Ford for payment and truck to be delivered with 10 days.
Truck name “CASPER”.
Heating system is in, gas meter is in and now waiting for Gas Co. approval.

MOTION made by Richard Knutson and seconded by Todd Boyer to approve the Township Budget for year 2007 and advertise same. Motion carried.
Lease signed for six months, at a monthly rental of $300.00 plus electric bill for the garage. Copy of liability insurance has been provided to the Township
STAFF REPORT:
1. Road master- Ray McIlvaine
(a.) Patching pot holes.
(b.) MOTION made by Terry Craig and seconded by Todd Boyer for permission to purchase chains for the Grader. Motion carried.
(c.) Road master to check on price of carbide cutting edge blade.
(d.) Township to receive road millings from the bridge for roads.

Convention was attended by three Supervisors and Secretary.

Scott Henry from Forest County Assessment Office to arrange for an evening meeting with Supervisors regarding the naming of Township roads.

ADMINISTRATIVE ACTIONS:
l. Copy of endorsement adding the John Deere tractor to Millcreek Twp. Insurance Policy #02372.
MOTION made by Terry Craig and seconded by Todd Boyer to pay premium of $383.00 out of the Grant money in the PLIGIT Account. Motion Carried.
2. Letter from the Kooman, Heeter and Associates on the meaning of "Local Deliveries".
3. County of Forest - Notice of Assessment Appeal Hearing date of Oct. 10, 2006.
4. Letter on property conditions - Robert Rodgers. File to be given to Township Solicitor.
5. Up date on the purchase of truck. Waiting to hear from Harrisburg on the money.
6. Up date on the heating system for the Township Garage. Units are hanging, gas line tested, 2 flues to be finished and Todd Boyer to do wiring.
7. Letter requesting Deaf Person sign on Greenwood-Glenn Road. Supervisors agreed to have Road Master order sign and install.
STAFF REPORT.
1. ROAD MASTER : Butch McIlvaine:
(a) Need to price chains for the grader
(b) Working on Fulmer and Jacks Hollow Road
(c) Equipment ready for winter road maintenance
(d) To check on Lucas Fuel Treatment (Diesel Fuel conditioner-lubricity).
